Stamford officials awarded a no-bid emergency contract to remove hazardous materials from Toquam Magnet Elementary School to a West Haven contractor because the company appeared on a state list. Federal investigators now are looking into why so few companies were on the state’s emergency contractor list, and whether a state official pressured towns to hire from it.
