East Lyme Announces Hire of New Chief of Police

EAST LYME— Kevin Glenn has been named the town’s new police chief. He previously led the police department of North Haven.

Glenn will be sworn in on Sept. 8. 

According to a news release on Thursday, Glenn has had over 25 years of experience in law enforcement and has held “every rank throughout his career.” Since 2020, Glenn has served as the North Haven Chief of Police where he oversees a department of 90 employees. 

Glenn has also commanded the Uniformed Services Division, Investigative Services Division, and South-Central Regional SWAT team and has worked as a public information officer, a according to a short biography published on the North Haven Police Department website. He holds a bachelor’s degree in criminal justice, a master’s degree in leadership and has completed training at the FBI National Academy. 

“The East Lyme Board of Police Commissioners enthusiastically welcomes Chief Glenn and looks forward to his leadership in continuing to build a safe, professional, and community-focused police department,” the board announced on Thursday in a release.

Glenn is the second chief of police hired by the town’s Board of Police Commissioners. 

Former East Lyme Police Chief Michael Finkelstein retired in May shortly after the release of an internal affairs investigation that was spurred by his domestic violence arrests. Finkelstein was found to have violated 13 police procedures, and investigators concluded that he was untruthful, deleted evidence from his work phone and engaged in a sexual relationship with a subordinate. 

Shortly after his arrest in June 2024, Finkelstein was placed on paid administrative leave, and Acting Chief Michael Macek has since served in his stead.

This year, three separate internal affairs investigations have been released that examined officer conduct, including a recent probe that found misconduct in a kidnapping and stalking case

First Selectman Dan Cunningham told CT Examiner on Wednesday, prior to the announcement, that he believes the new chief of police will restore confidence in the department.
