160 Additional Apartments Proposed for Jerome Rd. Development in Montville

MONTVILLE – The developer of Village Apartments in Uncasville is proposing to nearly quadruple the number of units in the apartment complex – three new buildings with 160 apartments and 268 new parking spaces.

The proposal to expand the apartment complex on Jerome Rd. from 54 apartments and 108 bedrooms to 214 apartments and 407 bedrooms was submitted by Village Apartments, LLC, registered to Tomas Haendler of Stamford; and Connecticut Multifamily Equities II, registered to Louis Tallarini of White Plains, New York.

The plans will need site plan approval from the Montville Planning and Zoning Commission, and approval from the Montville Inland Wetlands Commission. The Planning and Zoning Commission is scheduled to receive the application on Tuesday.

The three new buildings would fill much of the open area on the original property and an adjoining parcel purchased by the developers.

The buildings would connect into existing public water and sewer, and would include 46 one-bedroom and studio units, and 168 units with two or more bedrooms, according to the application.

In 2002, the developers bought the 30-unit building that was originally built in 1970 and it’s 9.72 acres of land for $2 million. They built another 24-unit apartment building on the property in 2009. In 2019, they bought the neighboring 1.82 acre property at 232 Norwich-New London Turnpike for $135,000, town property records show.

The Planning and Zoning Commission approved a zone change for the smaller property in January 2020, to allow for multifamily development.
